In the 80’s the construction of a new and big school, totally 1 hectare, has been started in Dalarik. After earthquake the construction works have been stopped considering the unfinished building as non-seismic-proof. Later the unfinished building of the school was transferred to the community property.
Dalarik Village Council announced a competition for the sale of the unfinished building with its land. The auction-sale was held in September 15, 2012. Two citizens applied for the competition. The village governor did not announce who the auction-sale participants were or who the winner was. Anonymous new owner of the unfinished school, who purchased it in about 11 million AMD, has started the building demolition and sale process of iron-concrete constructions. Structure dismantling workers also do not know who the owner is.
And village governor, Pargev Saghatelyan, is not interested in the demolition of the unfinished building. He says that he has sold it, they will demolish it, build or whatever they want to do is their business and there is a permission of building demolition.
The documentation submitted by the village governor shows that the auction – sale has been carried out in accordance with the law. But approximate calculations come to prove that market prices of only iron-concrete structures without land are several times higher than the auction sale price. Meanwhile, according to the village governor’s calculations the building was sold even 250 times more expensive.
While the village governor is expressing his satisfaction for the profitable deal, the villagers say that the area belongs to the village governor and it is him that demolishes the unfinished building in order to construct a hall for celebrations. To what extent these rumors are true is not clear as it is not clear as well who the owner is.
The fact that a hall for celebrations is going to be built, hiding the name of the owner, is confirmed by Pargev Saghatelyan too. With great enthusiasm he is justifying the deal, adding that the village has directly been benefited by the auction-sale. Naturally, the village has been benefited by the sale of community property by auction – sale. But here the question is about the size of benefits.
